Replace to e ballast, I have change it myself quite easy. The heat reduces is great, dun feel so hot at the top and should bring down you water temp.

I can't remember the exact individual component cost but total is < $25 (e-balast, 55 PL light and 2 holder). Bought somewhere near simlim tower (blk30 Kelantan rd, Lian Eng Electric Co)
