I guess it has to do with swim bladder problem. It is not an accurate diagnosis without looking @ the fish but you can do the following for swim bladder problem:

1. stop feeding floating food.

2. isolate the fish and keep the water level low.

3. use commerical medicine for swim bladder treatment. OR

4. feed it green pea and see if condition improves.

Swim bladder probs... quite difficult to cure. Many explainations have been given for the cause of it. Look up to have more understanding of the problems.

One cause is internal bacterial infection therefore you wouldn't want to run the risk of the other fishes catching it if thats the case.

I don't know what medication you're using. But firstly some medication kill your BB, next you don't want to medicate healthy fish for no reasons and lastly good medication is expensive and its cheaper to just dose a smaller hospital tank than the whole fish tank.

I second that.

Isolating it in lower water level will help reduce stress as it no longer needs to struggle to the surface or even just trying to balance.
