Default IOS tank.

Hi I have a 4x2x2 tank with Internal over and under flow system. But I find that the poo of my fish are all on the bottom of the tank! Bottom flow seem like useless, poo all never goes in. I'm Using Atman 107 pump What should I do to improve the filtration? Many thanks in advance.
