10mm safety factor maybe low as pointed by fellow hobbyist but usable. I've been using a 4x1.5x1.5 8mm for 2yrs just using OHF, LR/sand and monthly 15% WC. I housed 10 fishes and this tank has the least problem. Now I still use it but as hospital tank only, took away the OHF and sacrificed 10 inches for IOS and bare tank only).
As pointed by bro Alcohologist and Ostrava, LR&sand, good current flow and WC may already be sufficient for your livestock plan. To me OHF still relevant as additional filteration (esp mechanical, ease of maintenance ie cleaning of wool etc) especially since u already have it, though it does have some weakness as highlighted. U can also extend the OHF outlet and end with L joint to create additional current inside the tank instead of waterfall (splashing would cause salt to crystallise). Just keep it simple.

Moray eels prefers corals or rocks environmnet. There are some nice eels at Pasir ris fish farm if i am not wrong. But moray eel is a large species and may not be suitable for you current tank thickness.

It would be awesome to keep one. I like sharks or turtle if I can have a wall tank next time.
