When filling water muz be via main tank, the main tank underflow shud function normally to fill up sump to desire level, stop/switch off to observe till the main tank stop discharging. Correct sump tank water height to desire level...this shud solve your sump tank overflow in the event of power failure.
Some, water will flow back sump via supply line when power failure de. (The pipping design improper la)

Water definitely will flow to the sump tank but will stop flowing down when it reaches the mark. Is there an issue here?

A check valve aka one way valve normally operate with a spring loaded tensioning a shut off to a one sided...to operate will require a minimum force depending on the spring load, U pump will loss flow rate and the back pressure will work harder on your aquarium pump. Find out the root cause of your flow back problem, Imo, a check valve is not necessary require.
Check valve do come with gravitational operated the shut off will not be as clean.

Just drill a hole on your return pipe slightly above water level, this will break the syphon effect. Cheap quick and easy
