Is that a freshwater puffer? It looks like the marine reticulated puffer, arothron reticularis, but if its kept with rays i dont think its marine?

This one gets huge by the way, max size about one feet plus.

seen it at c328 too. Its colors are beautiful and unique but sadly and assuringly, at its size, its suffering with the unsuitable waters its living in

Yup agreed. I recently saw a lot of dead mangrove jacks in Y618, they were taking it from the tanks. Hopefully they will realize not all marine fish can be sold as "converted" fw fish.
