It's a sign of parasites. Check if there are any white spots on the body.

The cheapest way is to add salt for a start. 0.5% will do (5 grams of salt for every 1 litre water). Do not to overdose the salt. Observe for a week, if you change water, replenish the salt. I get rid of my GF white spots using this method.

For mud pond fish if no gill flukes should quarantine the fish in 0.5% salt environment 5 to 7days no food then feed the fishes in prazi-gold soaked pellets to rid them of internal parasites.

U buy Prazi-Gold from any LFS then soak your pellet with it to feed the fishes.
