I think if you become a member of the Club, you should have the right to vote for your Chairman/President etc. If you join a Club and have no say whatsoever, then what is the point of joining. You will be made used off by some people for their own gain.

For example: The President of the Oranda Club do not keep oranda at all or some presidents or the people in the comittee making use of the Club to sell fish for their own benefit.

Some hobby clubs are formed by people to sell their products to unsuspecting people.

Should not let trouble maker discourage you from joining the Club if you are very interested to join. The Goldfish Club if well run should allow a platform for hobbyist to come together to support each other and to share their knowledge and have fun together in the hobby. You could also organize group buys of goldfish and share with all the members. In this way you might get your fish much cheaper.

When there are trouble makers around, it makes no difference how you start the club. BTW, if you do not have a club, who is going to pay for the website and who are the comittee members? I have not seen our local goldfish clubs showing who their comittee members are in their website.
