What is your tank temperature now? What lights your currently using?

IMO, if you can keep the tank temperature below 30degs using fans then there's no need for a chiller. Though you would have to find a way to cope with the evaporation.

If your using only PL lights and have no intention to upgrade anytime soon, IMO you should save the money on a chiller and get a fan to cooldown the water instead for now.

The downside would be the evaporation(can be alot depending on how big is the fan) caused by a fan.

If your not going for a reef tank, IMO it is not necessary to get a chiller, fowlr shouldn't have problems coping with your current temperature. Mine is even hotter than yours, hovering at around 30degs.

Not too sure about what are the exact light requirements.

I think the bare minimum is PL but i would recommend getting at least t5s or MH. Not sure if PL is a good light to sustain anemones long term.

i think the evaporation rate shd not bother u. my former tk was cooled by a fan. each day i had 2 top up abt 1.5l of h2o. my present tk is cooled by a chiller n i'm actually topping up almost the same amount everyday.
a fan can bring u great results. suggest at least u get 1 standby n dun go 4 those 2 in 1 or 4 in 1 kind which r rather costly. get a domestic type which oni cost abt $18.
