looks very stressed out.
what's your filter? my suggestion is do 50% WC with aged water and add salt with heater at 29. dont feed for the time being.

The fins will grow back but dun expect it to be perfect. U probably need to trim it after it all heal if u r particular abt uneven fin rays.
No need to reduce pH. Neutral is fine. Add salt to increase buoyancy will be good. 0.3% salt. |

What's your wc regime like? Always maintain good water parameters. The fins will heal gradually. |

I'm not quite sure if u are maintaining good water parameter,
moving it to 3ft tank is fine... but what's filtration in 3 ft tank then? Fin rot due to couple of other reasons too... May I know what's current 3ft tank PH reading? |
