Hey mate!

You should tell us what kind of fish is it, temperature of water, tank mates, water parameters, how many times you feed him, how many water changes you do per month...

Has his actitude changed or he still looks healthy? Is it just about the color?

Looks like an apisto caca that's being harassed by another. A male caca chasing it around?
Add more hiding places and lower light level. If it stays like this in the open, then could be sick. But looking at the frayed fins, more likely stress from harassment which could also lead to illness.

Have you checked if there is anything in the mouth?

looks like the mouth is unable to close. Could be due to things stuck inside. Or "lock jaw" syndrome

The female caca is very stress, looklike going to have bloat disease.

Put aquarium salt in water and provide more hiding place,

Dificult to keep caca as a pair, minimun two females for one male, more females is better. Min tank size for colony is 2 ft. Tank.

Cheers
