Default Singtel Boadband Issue

My friend rented apartment tried to apply for broadband
but Singtel told him got no more fibre line as the previous
tenant account is still active.
But previous tenant cannot be contacted.
How ar?
Any encounter this before?
How to resolve?
Appreciate any advice.

Went to singtel comcetre ( exeter), settled within 5 mins
