I just brought a senegal bichir and put it inside my tank and it keeps on coming up on the surface is it because my air pump is not good enough ?

your water is bad.
do water change with correct dose of water conditioner.

do consider upgrading your filtration.

Default Senegal bichir

I just brought a senegal bichir for a certain of time it will swim up to the surface and sometimes swim around the bubbles. I have already setup my tank 5 days ago and i have apply the water conditioner to my tank. Everything in my tank is fine. But why senegal bichir will swim up to the surface and swim around the bubbles ?

You just answered the problem, of not having a cycled tank

Get a test kit to test for Ammonia, Nitrate and Nitrite.
If it is 5 days, you will likely see quite a bit of ammonia and no nitrate and nitrite.
The only thing you can do now is just to do very frequent water change until you get 0 Ammonia and Nitrite.
This will last for several weeks.

Bichir are air breathers and will come to the surface from time to time to gulp air before returning to the bottom.
Just in case of issues check and monitor your water quality.
