When the ministers are paid such high salary, that they becomes a millionaire within half a year, corruption is minimalised but not eleminated.
In such case (uniquely Singapore), where the money is already put into their salary, the package makes it legal. Quote:

The best PAP achievements had happened from the 60s to the 80s.
After that, the achievements became profit centres. From housing to public transport to utilities to public roads. All basic necessities. Even education is going down the route. University education is very very expensive. The saving grace is most schools up till secondary level are still very affordable. |

imo, singapore has an environment:
1. that's generally safe 2. where most things work 3. with a good sea and air port 4. conducive for business, R&D, academia, and some service and manufacturing sectors 5. with fairly good communication infrastructure it has a population: 1. of both citizens and residents which are generally motivated and law-abiding 2. that generally believes in meritocracy 3. that knows they must compromise on a few things like tighter public spaces and transport; some anti-social behaviour; some social safety to allow for growth fueled by foreigners singapore has special problems: 1. it's small physical size and hence land scarcity, low population, and limited natural resources. 2. low birth rate which leads to insufficient replacement of the population 3. a controlled media and high censorship - which stifles constructive debate and creative approach to solving problems. and not-so-special problems: 1. competition : from near or far; big or small 2. the ever-changing world: to stand still is to lose out 3. the challenging younger generations that are well-educated; expect instant answers and gratification; not battle-tested can all this be the work of the PAP? |
