Yes they need a chiller, a cooling fan will only work for the cooler months of the year. Topping up water due to evaporation might cause problems in the long run. There are many second hand chillers around if you don't want to spend too much, just have to be patient enough to camp out at the market place.

It's cooler months now, and you are getting 29 degrees. I think you better consider either a bigger tank or not keep CRS as CRS needs cooler water. Need to bring it down.
