i change my water twice a week, 100% each, making sure that the wall of my tank is scrub clean and cotton change a week. Simple rules go a long way in keeping goldfish.

I only make 40% water change once per week or two, I've never seen any problems with mine, but, everyone's got their own ways of doing things I guess .

You can choose not to make massive water change that often, thus it is more like "up to individual". If you plan to upkeep your fishes to its full potential, then regular WC is a must. So it depends on the hobbyists himself on what he want to achieve in this hobby.

I am trying to follow this method but sometime I go overboard with WC as I change 100% water every 2 days whenever the need arise.

every 2days change 100% is alright provided that your water is safe from all the chlorine and other chemicals before putting your fishes back...:P
