Most important, the water should maintain and buffer around pH 6.3~6.8 for CRS. Mixing of soils and gravels should not be an issue provided the pH is correct for the shrimps you rear.

From my experience, my GEX (red) stables my water at pH 6.3~6.4. With the recent adding of coral chips, it raises to pH 6.6.

Adding a small amount of coral chips might be good for CRS as they need calcium for the exoskeleton development.

I saw this pack of OCEAN FREE Plant base which contain:
ammonia salt, phosphate,potassium, iron, copper, zinc, iodine, etc
Is this safe to be used with shrimps?

Better don't try. Your solution contains copper. Copper is harmful to shrimp.

basically those are substrate for plants. in a CRS tank, it is very hard to have both a nice and healthy planted tank and also a healthy crs population.
At least for mi who is not so experienced.

So if youre just starting the hobby, i suggest u go for either 1, plants or shrimps.
once youre experienced enough than you might want to try having a mixture of both, which is very difficult and even the gurus might face some issues with it.
