I wouldnt advise using resistors to drive your LEDs. Its difficult to regulate the voltage and current at the same time. Resistors are also not power efficient thus using more power than required.

If you want 40mA, you should be using 150ohm, 1/2watt resistor with a 9V supply. That would be good for testing but not good for driving these high powered LEDs.

To drive at 700mA, you will need 15ohm, 7.4watt with 12V supply. To drive all 10 LEDs using resistors. You will be wasting at least 10watts of power heating the resistors.
