when a discus stunts in growth, it usually is a result of either that it had been down with a disease before, or other causes ie. long extended periods without food or proper nutrition.

such circumstances might cause a fault in the ability for the fish to grow. the fish, in most instances, lose the ability to produce growth hormones, or rather, a disability to grow as the organs no longer provide adequate absorbtion of necessary nutrition for the fish to grow. this causes stunting.

the disability for any stunted fish to breed is when its bodily size is unsuitable for breeding, otherwise, the fish would still mature and breed.

whether it carries recessive genes or not would depend on the genetic make-up of the fish, and not about whether the fish is stunted or not.

i can have a stunted fish which has parents of very large-sized lineage, but will still provide juveniles of the large-gened predecessors.
