I believe a rate of 3-4X is adequate.

Yes, I also observe that a faster flow rate 'cleans' up the tank more quickly and makes the water visibility much clearer.

I'm no expert, but maybe the 4x is through trial and error (aka research) by the filter makers to determine the ideal turnover to allow the BB to colonise efficiently and/or for the waste in the tank...
