There is so much anti-pap talk in the forums.
Is it just the vocal minority?

think it means no one can find out what you voted ... so you vote in peace

doesnt mean cannot take part in pre-voting day polls or tell anyone
anyway all these doesnt count, no one will know what you actually X on the slip

In fact your vote is not a secret from what i heard from friends encounters.
Example: Friend work for gov agencies, and his managers told him to vote for PAP. Else advancements will be affected.

And i heard balloting for flats will also put into consideration as well.

Who are those peoples who do the counting on the voting paper?
They too have to vote or not?

yes everyone has to vote
all those involved as officials are Singaporeans.
counting starts after voting ends so can vote first then go counting
those on duty will take turns to vote lor
